As we face a potential 4th surge, @CDCgov should issue guidelines that track the safety of various reopening measures--dine-in, gyms, planes, etc--by state/nat'l vaccination rates. It would: 1) incentivize vaccination 2) pressure Govs not to reopen too quickly.
