   The cops who shot #JacobBlake in the back were the *tip of an iceberg* of a whole SYSTEM of racist policies that exclude Black Americans from public safety, public health, public schools, public utilities (Flint), & public life. #BlackLivesMatter has to mean SYSTEMS change.
